White House Report Calls Reliance on Foreign STEM Students a Security Challenge

Washington–The Trump administration has described the United States’ reliance on foreign students in science and technology programs as a national security concern, arguing that overseas competitors are using the American education system to gain access to the country’s research and innovation base.
The assessment was included in “Science: A New Golden Age,” a White House report released Tuesday that outlines proposals to restructure the U.S. scientific research system and maintain American leadership in critical technologies.
“For decades, the United States has funded large cohorts of foreign students and tolerated technology transfer abroad under lax security standards,” the report said.
Temporary visa holders accounted for about half of U.S. doctoral graduates in computer science and mathematics who had confirmed post-graduation plans in 2024, according to the document.
“This reliance on foreign talent sidelines American students, a deep domestic talent pool that remains under-supported by its own government,” the report said.
The administration argued that the United States invests heavily in educating international researchers but may not receive the full benefit when they leave the country after completing their studies.
“At the same time, we train extraordinary global talent at enormous expense, only to lose this effort when foreign governments recruit them to build up their own technological enterprises,” the report said.
The document also linked international participation in U.S. scientific programs to broader research security concerns.
“America’s over-reliance on foreign students also creates a security challenge our institutions are ill-equipped to address,” it said.
According to the report, foreign competitors exploit the difference between the openness of the American scientific system and more restrictive systems abroad. It alleged that they use U.S. universities to gain access to research networks while expanding their own technological capabilities.
The report did not name India or refer specifically to Indian students and researchers. It also did not propose changes to student or employment visas, permanent residency rules or university admissions based on nationality.
The findings could nevertheless have implications for Indian students because of their large presence in graduate-level science, technology, engineering and mathematics programs in the United States. Any future restrictions on access to federally funded research or tighter security requirements could affect international scholars, although the report did not announce such measures.
A chart included in the report showed that the share of U.S. research doctorates awarded to temporary visa holders with confirmed post-graduation plans has doubled over the past four decades.
Their share increased from about 20% to 40% in natural sciences and engineering and from roughly 10% to 20% in social, behavioral and health sciences, according to the report.
The administration’s recommendations focus largely on expanding the domestic scientific workforce. The report called for identifying talented students across the country, strengthening advanced mathematics and science education, and increasing technical training, apprenticeships and research opportunities.
It also recommended greater support for American graduate students, postdoctoral researchers and early-career scientists.
